In a world grappling with food insecurity and climate change, one organization is boldly leading the charge for sustainable agricultural innovation in Southeast Asia. But here's where it gets even more impactful: the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) recently took center stage at the 48th Southeast Asian Ministers of Education Organization (SEAMEO) High Officials Meeting (HOM), held in Bangkok, Thailand, from November 18–20, 2025, to celebrate SEAMEO’s 60th anniversary. This wasn’t just another meeting—it was a pivotal moment for regional collaboration in education, science, and culture, bringing together over 150 delegates, including high officials from all 11 SEAMEO Member Countries, alongside representatives from Associate and Affiliate Members, SEAMEO Center Directors, and global partners.
Under the inspiring theme, “Leading Through Learning: Empowering Schools and Communities in Southeast Asia,” the event underscored the power of knowledge in driving transformation. SEARCA’s delegation, led by Dr. Mercedita Sombilla, Center Director, alongside Assoc. Prof. Joselito Florendo, Deputy Director for Administration, and Ms. Julie Ann Barril, Executive Coordinator to the Director, played a crucial role in shaping the dialogue.
And this is the part most people miss: a major highlight was the formal approval of SEARCA’s 12th Five-Year Development Plan, Sustainable Transformation of Agricultural Systems through Innovation in Southeast Asia (SUSTAIN Southeast Asia). This plan isn’t just a document—it’s a roadmap for revolutionizing agriculture in the region, ensuring it’s both sustainable and resilient. The meeting also greenlit several SEARCA working papers, each addressing critical issues. For instance, the Landscape Analysis of School Meals Programmes aims to bridge regional and global gaps in school nutrition, while the Consortium for Agricultural Policy Research Initiatives (CAPRI) seeks to revolutionize policy-making with evidence-based approaches. Meanwhile, the Southeast Asia Agricultural Outlook Series will dissect the region’s agricultural transformation, offering solutions to persistent challenges. Dr. Sombilla spotlighted SEARCA’s Rice Straw Biogas Hub (RSBH) project, which turns rice straw into biochar, compost, and clean energy—a game-changer for soil health and sustainability. SEARCA also unveiled its Postgraduate Micro-Credential on Food Security and Climate Change, funded by Erasmus+, during the SEAMEO Gallery Walk. Dr. Sombilla further participated in sessions on school leadership and the integration of artificial intelligence across the region, highlighting the intersection of technology and education.
On the final day, Assoc. Prof. Florendo represented SEARCA at the SEAMEO Inter-Centre Collaboration (ICC) Partnership Coordination Meeting, led by the SEAMEO Regional Centre for STEM Education (STEM-ED). This session brought together SEAMEO Centers and partners, including UNESCO’s Office for Climate Education, to forge joint strategies for advancing STEM and climate education. The 48th HOM reaffirmed SEAMEO’s commitment to uplifting the lives of over 650 million people in Southeast Asia through education, science, and culture.
